a sentence which weird for me

Each year about 2% of citizens have their car stolen
Each year about 7 percent of Americans have their debit cards hacked is it both correct?
anyway it sounds weird to me especially
"have their car stolen" ?
is it a structure of something?
Each year about 2% of citizens have been stolen the car
is it correct? if yes , what is the distinctness between them....
