A sentence in a textbook

"People have realized that fewer traffic jams means less stress and a cleaner
environment."

There is the above sentence in a textbook for Japanese. I believe that "means" should be "mean". In addition, I feel that this sentense is not so natural but I cannot explain why. What do you think?

Either 'mean' or 'means' will work; the writer may be thinking of the several jams or the single idea. The sentence seems natural to me.
