A sentence in a busines letter

Hello,

The following sentence is at the beginning of a letter:

We refer to your letter dated 30 June 2009.

What does "refer to" mean? As you know, this phrase is frequently used in this way.

This sentence is at the beginning of a letter as most letters do, so it shall have its special meaning.

Could it mean "We refer you to" or "with reference to". That is, not we, but you refer to it

It says 'we refer', not 'we refer you' or 'you refer'. It does of course mean 'with reference to', which is included in both definitions I have already given you.
