A sentence from my resume

In the following sentence I am not sure if I've got to use 'devoting' or 'devoted'. Moreover, if I change 'yet' to 'while' would the statement become clearer? Finally do I need an article before "flawless implementation"?

Exceeded peer expectations by strategically expanding the project scope yet devoted to flawless implementation and on-time delivery.
