Since "shuttered shields" doesn't make any sense, and "shattered shields" does, may I suggest you've got the wrong word there.

Does that make more sense now? A time of defeat for human beings.

By the way, that speech is completely an invention of the moviemakers. It doesn't correspond to anything in the book.

Here's the text of the actual speech, in which you will see several minor differences from what you have posted. Others in this thread are correct - the phrase you are seeking clarification on is indeed shattered shields, and not "shuttered".

No surprise there. I was commenting not on "hour" but on "herb," which has a silent initial letter on this side, and only this side, of the Pond. Except in an attempt to be funny or clever, I'd never write or say "a hour."
I do believe that some American dialects allow "a" before a word beginning with a vowel sound. I've frequently heard speakers of AAVE say such things as "a elevator." They pronounce that "a" as a slightly extended schwa.

There may come a time when the wolves attack us.
(Tolkien's wolves are vicious and evil.)
There may come a time when our defensive shields are shattered (broken).
There may come a time when the era of mankind stops (to be replaced by other Middle-earth races like
orcs).
But that time is not today.
You need a comma after "shields."

That "age of men" bit is interesting, because in the actual Lord of the Rings books, the Fourth Age, the new age that began after the ring was successfully destroyed and Aragorn was crowned king, was referred to once or thrice as "the Age of Men", as I recall. Things were pretty much over for the Elves at that point. Also where Saruman is trying to get Gandalf to join him in doing bad things (as recounted by Gandalf), Saruman says something about how the new age was going to be an age of men. As I recall. So the speech in the movie seems as inappropriate as, well, how Peter Jackson's elves have pointy ears. Oy!
