A sentence from Jude the Obscure by Thomas Hardy

hi: the following sentence was taken from Jude the Obscure by Thomas Hardy. My question is, first of all, what the "that" refers to, and secondly, how to paraphrase the underlined part. thank you very much. Have a nice day.
