a sentence from fifa

I do not get the meaning of the following sentence:

Han Duan sealed the win for China with a stunner late in the second half to send the crowd of just under 38,000 home into fits of delight.

What irratating me is the part "just under 38, 000". Does it mean that the statium were half empty?
