A sentence clarification

Hi,
I need clarification on the following extract.I can not understand the meaning completely.
"All commercial attachments including but not limited to signs flags lights and attachments other than those required for emergency identification communications operations structural stability or as required for flight visibility by the FAA and FCC shall be prohibited on any antenna or antenna support structure"
