Being an English teacher, she's really happy.

It can, and it is — grammatically. However, if you consider the meaning, it does somewhat presume that being an English teacher would make anyone happy. I'd be more inclined to write

Being the winner of $15 million, she's really happy.

I have one more question which is is it right to say" The winner of..." instead of saying "Being..."?

You need to start with "Being" in the sentence about winning money.
