Hi,

Like Dave, I don't know this expression either.

Do you mean any or all of these things?

A prostitute?

A person who accepts bribes?

A person who compromises his principles in return for money?

Some words cannot be made into attributive adjectives, Anon. You will need to paraphrase with a post-modifying clause as has been suggested above.
