Hello

If you’re not asleep by 11 pm, do you get a second wind that keeps you awake for hours?

Does it mean: If you don't go to bed before 11 pm, does it mean you suddenly get a sudden burst of energy which lets you stay up for the next few hours?

Essentially yes. (Going to bed by 11 pm does not guarantee that you fall asleep by 11 pm of course, but I'm sure you understand that. )

Essentially yes.

(Going to bed by 11 pm does not guarantee that you fall asleep by 11 pm of course, but I'm sure you understand that. Another slight difference is that "keeps you awake for hours" may have the connotation that this is unwelcome, whereas "lets you stay up" does not.)
