"a second copy" Does it make sense?

I found this in a sentence.

"It is prohibited to make a second copy of the document."

And I wondered, can "second" be in several? Why putting the article "a" in front of it?

Come to think of it.... second copy can be in several.

It should mean making copy for the second time (in any numbers)!
