I would like to know the meaning of "without a school around"

(I think Ms Grundy Nitwit is a boys' teacher)

One of the students expresses this in a rather stupid way, thinking of it like this:

The students never see Ms. Grundy except 'with a school around her', that is, except when 'surrounded by a school'.

This student doesn't recognize Ms. Grundy when he sees her in a grocery store because he's never seen her anywhere else
