A scandal vs the scandal

President Francois Hollande begins a three-day visit to the United States on Monday, hoping to leave a scandal behind as he seeks to shore up business ties and revive France's stagnant economy.

I don't get the sentence. Why it is "a scandal" not "the scandal"?

"A scandal" makes me think that the president has many scandals and that doesn't seem to be the case.
(as you said, it is many scandal in the words not ones belong to the president)
