If you could help?

(1) There is a saying attributed to Arthur Schopenhauer (afaik).
(2) I only know how this saying sounds in my native language.
(3) I'd like to find out what this saying looks like in English (if translated from German of course). I realize that this saying may have a few variants in English, etc..

Below is my translation of the Russian version (just to give you an idea of what this saying is about )

He who is able to think clearly, should be able to express their thoughts clearly. (*)
