Is the following sentence a proverb in English? What does it mean?What do you understand from it?

''Individual power corrupts even the kindest of men.''

So what does it mean then?

"Individual power" means power that a person wields by themselves. If someone has individual power then, no matter how kind they are, it will corrupt them.
