a sanctioned courting of ...

Does "a sanctioned courting of fundamental human anxieties and ..." mean

1. an accepted way of raising and reviving fundamental human anxieties and ...

or

2. an accepted way of satisfying fundamental human anxieties and ...

If it turns out that our homage takes the form of spitting on the stelae and snapping the branches of some of those saplings growing amongst them, then this act of vandalism speaks volumes about the existence of certain prevalent attitudes to the national socialist legacy in Germany. And we should know about them. If, as a younger generation, we are impelled to play hide-and-seek (or whichever game) at this site, then perhaps this is not as disrespectful or incidental as it appears. Perhaps it has everything to do with the inherent function of such games to ‘play safely with fire’: a sanctioned courting – pleasurably resolved – of fundamental human anxieties and emotional pains around loss, failure, abandonment, disappearance and death. And if our inclination is to wander silently in private prayer, but we are disturbed in this activity, it is indeed unfortunate, but our complaints can be heard and therefore contribute to an ‘emerging picture’ of the central question of what the Holocaust means in contemporary Germany and, moreover, what it means to perform its memory.

Hi

My understanding is that 'courting' refers, metaphorically, to the traditions of a young woman and young man meeting, going out together, sharing meals together, and so on, in order to develop a relationship that will lead to marriage

In traditional societies, the couple are expected to do this in an approved and acceptable way. 'Sanctioned', here, means 'having approval'

Hi

1. Yes, you can take 'it turns out' means 'instead'. However, the sentence (I believe) is ironic, so a heavier phrase is good there. The memorial was built to atone for the Holocaust but, instead, it so happens, it can also mark a continuing trend, amongst a few, for National Socialism

2. Yes, you are right again. I think the irony continues. The memorial reminds us of w
