A remonstrate about TOEFL and IELTS

I've read a post about a remonstrate of TOEFL and IELTS, but I didn't read it thoroughly and now I'm very curious to read it again. All I can remember that it is about a person who has passed TOEFL and IELTS but in real condition they still use poor language. And it said that TOEFL and IELTS aren't guarantee for someone will use good english. I guess maybe someone who make The Post is a native speaker. I really want to read the post again but I can't find it. I've tried to search it. If someone ever read same post as i've mentioned, please tell me. I'll really appreciate it. Thank you.
