a "quite" question?

"Quite ............people in this town own at least one car. "
a. a few
b. many
c. a lot
d. a large number

Why is the answer "b", why not others?

Actually, I would vote for (a). "Quite many" does not sound natural to me at all (although possibly it's okay in BrE). "Quite a lot" and "Quite a large number" are okay but they would need to be follwed by "of." which is not present in the example.
