A quotes from Einstein

I wonder if i can say a quote of Einstein in another way, but in same meaning?

The original quote is "if you can't explain it simply, you don't understand it well enough"

may i say it as perfect tense? "if you can't explain it, you have not understood it well enough" is there any difference?
