A Quoted Question within a Sentence

Please have a look at this sentence:

It is something that most people would ask 'who cares?' to.

I don't know if there's an actual rule about this, or if it's just a stylistic matter, but is it okay that the "who" there is lowercase?

I know it is. I was just worried it would look weird, since that's not where the whole sentence ends; it ends at the "to."
