A Quote within a Quote

Please have a look at this:

"It's about time we stood up and said 'enough is enough! We will not take this any longer!'"

Should there be a comma after "said" and then the capitalization of the first "enough," as if it is the beginning of a new sentence, even though it is only the beginning of a proposed quote?
