What is actually meant by "develop" in the following context?
Context:
"My colleague worked in Team A to develop a program for the project"
Does it mean that the team created programs, or does it simply indicate the program already existed and it was just fine-tuned (tweaked to meet the project requirements)?

Hi, It can mean that he developed it for the team, or that the whole team developed it. It's not clear. It can mean he/they created it.
