A question to find a grammatical error

Regarding the following question:

The sale of the property [were to] be [taken up] at the [board meeting], but there was not [enough time].

Test-takers are required to point out a grammatically incorrect item out of the four in the brackets and correct it. I don't think there's any problem in this sentence except the violation of number agreement in [were to]. But I'm not so sure. What do you think?
