A question on writing numbers

I read an article where it states that "numbers with four or five digits on either side of the decimal point are written with spaces instead of commas: 12 000
6 427 020
24.077 094 3 cm

I always thought that one has to insert a comma, writing these numbers in the following way: 12,000
6,427,020
24.077,094,3 cm

I know that there are European and US rules of writing numerals, but could anyone please clarify in which way numerals should be written in 1) official reports; 2) scientific texts?

3) Do I write "the total area of the room is 2,500 square meters" or "2 500 square meters" or "2500 square meters"?

What are your personal preferences?

I've never heard of using spaces for numbers. All of my style guides use commas (for the US).
