A question on the simple present

Dear sir or madam:

I'm from China. My question is how to use the simple present tense to express past events. Which of the following sentences is right? Or are they both right? The story takes place in 1937 and The story took place in 1937. Please tell me something about how to use the simple present tense to review books, films, stories and so on. Hope to get your answer soon.

Thanks.
