A question found in my college acceptance letter

TThe admissions officer wrote in the later that the scholarships are to be kept confidential and may be appealed on writing. What I don't understand is the last half of the inverted part, what's that supposed to mean that scholarships may be APPEALED on writing? Does that mean that I can apply for more scholarships(since I already got some) simply by writing a letter/email to them?

Whatever it is, it is poorly written. My take is that you can appeal the decision by writing them. By the way, the part you refer to as 'inverted' is actually in italics.

You mean I can persuade them to offer more scholarships simply by writing them letters?

You dion't appeal a scholarship. You apeal a decision about a scholarship.
This means that, if they decide not to give you a scholarship, you can request a review of that decision.

I'm still quiet confused, I already got scholarships, why would the officer still send me a letter written so?
