Please is the following punctuation correct?

The following paragraph discusses the question: is globalization positive or negative?.

No. The question mark ends the sentence. Caveat: you publication's style guide may have explicit requirements on punctuation.

I would also add a colon to separate the independent clause from the quoted title.

That does not make a difference to the general rule concerning the colon to set off another sentence that is part of the main sentence. Just omit the quotation marks if it's not a direct quote.
