a question about times

Dear,sir
The speed of the new pump is five times higher than
that of the old one.
The speed of the new pump is five times as high as
the old one.
Does the second sentence have the same meaning as the
first one?
Or the one above means 'The speed of the new pump is six times as high as that of the old one.'

Both of these mean the same thing; however, I would use this expression if you are using spoken English:
"The new pump is five times faster than the old one."
