A question about the word "pending"

Hi Forum!

About this sentence.

"We cannot supply you pending payment"

What does it mean? Pending plays a role of preposition here.

They cannot reimburse/pay because they are out of money?

That would be better understood with:

"We cannot supply your pending payments"

"We cannot supply you a pending payment"

The question here is about the grammar!!

Not about what sounds better or whatnot.

I think it is just an adverbial clause: "We aren't going to supply the goods until you pay us"

Pending payment = "During the time you have not yet paid us"...

- Pending payment, we cannot supply you

It is clumsy and commercial
