a question about levi's...ha

Consider this sentence below

"Is this a tax individual households are levied with?"

Can I say this? I learned that 'levy' is used mostly with 'on' or 'upon' but I didn't really feel right about adding an 'on' nor an 'upon' after 'levied' in the above sentence...
