The passage below is from ‘the Blank Slate’ by Steven Pinker.

But the picture does not embrace just any theory or discovery. Conceivably scientists might discover that there is insufficient information in the genome to specify any innate circuitry, or no known mechanism by which it could be wired into the brain. Or perhaps they will discover that brains are made out of general-purpose stuff that can soak up just about any pattern in the sensory input and organize itself to accomplish just about any goal.

In this passage I want to ask two questions.

First, what does the ‘to specify’ modify?
