I suppose it comes from "to appear."

It's used as a hedge, like "seems." It lets you out if you're found to be wrong.

He seems to be guilty.

He is apparently guilty.

He appears to be guilty.

Apparently, he left the scene.

He seems/appears to have left the scene.

She appears to be the winner.
