Less well known to García Márquez’s legion of readers was his quick-witted sense of humor, a quality known in his native Colombia as mamar gallo (literally, “to suck rooster,” but meaning, in essence, to joke around).

His quick-witted sense of humor is a "quality." (Or a characteristic.) In Colombia, this particular quality is known as (or called) "mamar gallo."

It's not "quality known." It's / a quality / known as/ something.

A quality here is the same as a personality trait or feature. Known means 'recognized'...here, by his native Columbians and possibly not by others. "Mamar gallo" is the quality (sense of humor) recognized as common by Columbians. I hope this helps.
