Find the mistake in the following sentence:

All hospitals must serve all accident victims regardless of their disability to pay.

My answer is :

All hospitals must serve all accident victims regardless of their inability to pay

My friend says the correct answer is :

All hospitals must serve all accident victims regardless of their ability to pay
