A puzzling question

This is our syllabus. The author says we cannot use 'provided that' in the third conditionals, but he used 'provided that' in the third conditional in sentence letter 'e' . How can I explain this contradiction?

2. I (calculated - estimated ) that building a villa would cost me 3 million pounds.

I think that 'estimated' is the correct answer.
