A puzzling question

My friend suggested .......for the next bus.( to waiting- not waiting- we waited)A non-native speaker says that both 'not waiting' and 'we waited' are correct. I studied that after suggest, we use verb + -ing OR that + subject+ (should) + infinitiveIs it correct to use the past simple tense after 'suggest' ? Is there any grammar reference that supports this idea?

No, not in my US English. We use the subjunctive: "My friend suggested we wait for the next bus." But that is not one of the choices, of course, so it's "not waiting".
