A puzzling question

He had Tom.....for trespassing.

a) arrested b) arresting c) arrest

I think the correct answer is 'a'. However, I am not sure. I know that the causative structure goes as follows : verb to have + object (something) + past participle. The object here is a person and not a thing. Is this possible?
