A puzzling question

I haven’t seen my friend ……. the last month.

a) for b) since

I studied that we use 'for' before 'the last week/month/ year', but I feel that this rule is not always correct. I think the correct answer here is 'since'. Am I right?

I haven’t seen my friend for the last month. I haven't seen him in the period from 10/May to 10/June.

I haven’t seen my friend since last month. The last time I saw him was sometime in May. Note we say last month here', not the last month.
