A puzzling question

Who is repairing your car? (Change into passive)

I think this question can be changed into passive in two ways:

1. Who is your car being repaired by you?

2. By whom is your car being repaired ?

You were half right. The 'by' at the end goes with 'who' at the beginning, not with the added word 'you'.
