A puzzling question

The match between Liverpool and Manchester ...........until 9 p.m tomorrow

a) doesn't start b) won't be starting c) isn't starting

The answer given to this question is 'won't be stating'. Is the use of the future continuous correct here? I know that the present simple tense is used to express a scheduled future event. Why don't we choose 'doesn't start' here?

I know that the present simple tense is used to express a scheduled future event. Why don't we choose 'doesn't start' here? The use of the Future Continuous suggests that this is a change to the schedule.

I don't see a lot of difference here between Future Continuous and Present Continuous.
