A puzzling question

Water ……. put out fires.

a) used to b) is used to c) never used to

I go for (b). My friend says that both (a) & (b) are OK. Is he right?

All choices are grammatical, but of course they mean completely different things. As a general statement, with no other information, only (b) makes sense. (a) and (c) would need a special context.
