A puzzling question

- Don't wash fruit and vegetables USING polluted water.

My friend asked me about the function of the word USING. I told him that it is PRESENT PARTICIPLE and that the sentence may have originally read " Don't wash fruit and vegetables BY USING polluted water." Omitting BY here doesn't affect the meaning.

- Am I right? I would be grateful to if you answered my question.
