A prepositional phrase "for the gay community"

The book analyses the social and political ramifications of AIDS for the gay community.
I'd like to know whether an adjectival phrase "for the gay community" modifies the noun phrase "the social and political ramifications of AIDS."

Thank you in advance for your help.
