A preposition question

_____the thousands of legal and illegal Chinese immigrants who arrive____New York City each year, many come from mainland China's Fujian Province and settle ____East Broadyway.
A) Of/ in/ along
B) Among/ to/ in
The answer is "a" but why not "b"? "Among" and "in" suits better though "to" is a bit weird. Is it because of "to"? Could you explain to me?
