Is the explanations correct?
Is it being used as is explained below?
Does it really mean, "Even a habitually sad person cannot be sad all the time"?

It is a poor heart that never rejoices.

and It is a sad heart that never rejoices.

I wonder how come it means "Even a habitually sad person cannot be sad all the time".

"It is a poor heart that never rejoices" seems to mean only "A poor heart never rejoices".

There doesn't seem to be any connection between "It is a poor heart that never rejoices" and "Even a habitually sad person cannot be sad all the time".

I haven't seen the explanations that the clause means "Even a habitually sad person cannot be sad all the time".
In grammar books, this kind of explanations doesn't appear.
I am very curious.....

It's nothing to do with grammar. The saying is based on the ide that the heart is the seat of a person's emotions. Most people have cause to rejoice at some time in their lives. If a person never has occasion to rejoice, then they must have rather sad hearts.

I suppose the proverb is not very carefully explained, but that is the meaning. If I revise the proverb just a bit, it may be clearer:

It is an extremely/unimaginably poor heart that never rejoices.

The "heart" in the proverb is just a symbol representing a person's emotional nature.
The blood pump in your chest could be poor by a genetic defect or bad dating habits, but it has nothing to do with the proverb.
