A poem from Pancatantra

What does it mean by this poem?

A tiny rill

Is quick to fill

And quick a mouse's paws;

So seedy men

are grateful, when

there is but little cause.

I understand all vocabularies but I can't comprehend the meaninng when they are arranged together in the verse especially the phrase "there is but little cause"
