A placeholder music?

Some people are hoping it is a placeholder music at the least.

What does this mean? The speaker is talking about game music.

Grammatically, 'a' doesn't really fit here. I'm not that sure I know what the expression is supposed to mean but a 'placeholder' in other senses stands in the stead of something else, often on a temporary basis. This music could be something that is playing while the game loads up rather than having a very specific link to the action of the game; it is providing sound to cover the gap in game-play.
