A picosecond is one-trillionth of a second

Could I say a nanosecond is a one-billionth of a second and a picosecond is one-trillionth of a second? Please guide me.

And would you please also guide me on the use of that "a"? Should I use it?

Thanks.

Millionth, billionth, tenth, etc. are nouns, so the article "a" is used as a modifier.
When you say one millionth, one tenth, the adjective "one" replaces "a"

A nanosecond is a billionth of a
