a phrase / zero article

Hello native speakers,

Would it be correct to say e.g.:
Synchronizing the communicator over Bluetooth or even USB to the desktop suite is an excercise in patience - an issue which desperately needs (0) resolve....

a) is it correct to use there the zero article
b) would it mean the same to write : " needs desperately to be resolved" ???

Does the above sentence make sence, as a whole?? Was it createad by a native speaker?
